However, look at it like this: they haven't touched Krebons, who I consider to be the best Level 2 Tuner and who was an instrumental part of Tele-DAD's main win condition. Plus, Krebons was easier to obtain and more splashable because of E-Teleport. I see Gale as the Level 3 Krebons, an excellent and splashable Tuner, but FAR from being a future ban list target.

Man, Krebons has a good effect, but not TOO strong, although E-Tele is.
So they limited E-Tele and left Krebons untouched
Now I have to admit that Gale is the best tuner, and well, limiting to 1 or 2 would be good
