Well, it looks like the cards are definitely in order.
Guardian is #1 because it was 000 in LODT-EN.
Avenger Perseus is #11 because there are still the 10 other TCG-EX cards from LODT before it.

That is exactly 10. 1 to 11.
Lily is 12 because it was 81 in TDGS-EN, so it was the first TCG-EX card after Parshath (which was 000).
If you count the rest after Lily to where Rai-Jin is, there are 12 in between and Rai-Jin is exactly where he should be with Overdrive Teleporter being 24 and Rai-Mei would be 26.
Of course, the rarities are ANYONE's guest when Guardian of Order is chosen as an Ultra and the cover (Darklord Zerato was chosen and he was 24 and Grandmaster which was 1 still wasn't the cover but at least an Ultra).
