You see, the effect text on the anime image of the card lacks furigana, which means that the anime isn't using an image of the actual card, but an image of the card made for the anime. Therefore, the effect listed on it isn't its confirmed OCG effect. The anime images of Deformer Remocon and Double Tool D & C, however, do have furigana on them, which means that the anime is using images of the actual cards, hence why they're not only considered to be confirmed for inclusion in this set, but their effects are confirmed to be their OCG effects too.
Also, with regards to your comment regarding the March banlist, I'd keep dreaming if I were you. Dark Armed Dragon being Limited? Maybe. After all, Synchro Damned/TeleDAD does WAY more damage with its Synchro Summons than it does with Dark Armed Dragon. Banned? Not a chance. You don't cut a Deck's head off to stop it from dominating the meta, you simply shoot it in its legs instead so it has a harder time trying. Emergency Teleport and Clevonce? Why? What difference will that make? People will just use Zombie Carrier instead. Diabolicguy? Maybe. After all, if you want to cripple Synchro Damned, Diabolicguy is probably the way to go about it, as it's because of him that the Deck can pull off so many Synchro Summons so quickly.
Sheesh, people are so quick to want to exterminate every last scrap of a dominating Deck just because it's dominating, >.>
