question about junk warrior

just to clear something up, junk warrior only gets a power up depending on how many lv 2's and lower are on the field when hes summoned right?

Oh, yes

Thanks to the new printing, yes, it counts only towards the ATK of Lv2- monsters upon being Synchro Summoned. That is why, in the anime, when Speed Warrior powered up during the Battle Phase, Junk Warrior also did not. It only adds when he's Sync. Summoned.
