Monarch Support

While this card is NOT a monarch, it does Support them and help you, unfortunately, it helps your opponent too. :(

This is the ultimate support for Monarchs, with a little help for your opponent, thats all of his negative side. And what are those curiouse Japanese letters?
Anybody can explane? -> Hope it's the correct word. :-D
