There is not loop. This card is a dragon and can only special summon plants or Black Rose. Pretty cool card though.

Despite the many...obviously not very well thought out comments so far...yeah, definitely a good card. Loses the effect negation bit and replaces it with letting you get any Plant alongside Black Rose Dragon.

Mediocre at best for Plant decks in general. No reason to get back any plants from the grave unless they are used up Grow Up Bulbs or the occasional Hime.

Being able to replace the destroyed Blue Rose Dragon alone at NO cost at all is nice as it is. The monster could be something nice or it could simply be to re-use an effect like Dandylion, or just Tribute/Synchro Material fodder or something, but it's hardly "mediocre at best for Plant Decks in general".
